Our 2026 Policy Address & Five-Year Plan Submission to the HKSAR Government – Now Live

This week, we submitted our 2026 Policy Address and First Five-Year Plan consultation response to the HKSAR Government.

Spanning 14 policy chapters across LIVE, WORK, PLAY, LEARN, our recommendations reflect the collective voice of our members. Our focus is squarely on turning ambition into action—from transforming the Northern Metropolis into a sustainable engine of growth to anchoring Hong Kong’s role as a premier global financial hub and gateway to Mainland China.

This year’s annual submission is unique, incorporating our formal response to the Government’s consultation on the First Five-Year Plan. While the consultation contains no shocks or surprises—reflecting an already massive agenda on Hong Kong's plate—the real task ahead lies in execution. Success will hinge on unlocking the immense commercial opportunities within the Northern Metropolis and the China GoGlobal initiative. Moving forward, the critical differentiator won't just be the policies themselves, but how effectively Hong Kong communicates this vision to the international stage—both at launch and over the years to come.
