Delivering Infrastructure

This session will look at the opportunities that infrastructure can provide a city. We will look at case studies and upcoming projects that are delivered innovatively, are more efficient, and address the topic of carbon neutrality through the use of sustainable materials and productive ways of operating.

Hong Kong has already made significant improvements over the past 50 years and with continued Government funding towards innovation and technology, there are some exciting projects on the horizon. The Northern Metropolis is a key example of a project that is connecting cities by taking a transport infrastructure-led approach. In the 2021 Policy Address, the Chief Executive mentioned that it "will facilitate close collaboration between the governments of Hong Kong and Shenzhen in areas such as economic development, infrastructure, I&T, people’s livelihood and ecological environment."

Sustainable development underpins the success for achieving high quality of living and economic productivity. Technology and AI play an integral role in the delivery of projects. We will examine how this can lead to effective infrastructure.

 

About the speakers

With a multi-decade career in Aviation, Commercial and Residential Architecture, Digital Transformation, Amanda specialises in translating the requirements of multi-stakeholder groups into achievable structures that are delivered without surprises.

As a Technical Director in Digital Advisory at Mott MacDonald, Amanda is also at the forefront of digital innovation and relishes complex transformational, multi-stakeholder projects. Digital transformation is an emerging field which helps clients to understand all aspects of a project – from design to cost of build through to cost of ownership over the project life cycle. Amanda brings a strong understanding of digital & technical solutions. She develops & empowers high performance teams through her keenly honed sense of EQ & inclusiveness.

However, she is best known for her ability to break down silos and unite multi-stakeholder teams to achieve key business outcomes in a structured manner. As a graduate of 3 universities, including Duke’s Global Executive MBA program, Amanda brings a wealth of practical and theoretical experience.

 

Anne Kerr leads Mott MacDonald’s Global Strategic Initiative for Cities providing expertise in visioning, master-planning and delivery of developments at local, national and cross boundary. Also Managing Director for Greater China. In both roles involved in developing roadmaps, development strategies as well as detailed plans for (and delivery of) integrated developments (both new and redevelopment/regeneration) for communities, landuse and transportation, innovative technologies, and resource management in more than 30 countries. Advises governments, developments and agencies on policy matters and strategies to deliver integrated solutions for the built environment – always putting people first. Has provided advisory services to a number of eco-city and smart city developments, mixed use communities, transit oriented developments and entertainment districts and for various other master-planning developments around the world, and provides inputs to Regional goals in support of sustainable development goals and particularly SDG 11.

 

Mr Benjamin Wong is the Head of Transport, Infrastructure and Advanced Manufacturing at Invest Hong Kong, the Government department responsible for attracting and facilitating foreign direct investment. He has a much diversified portfolio covering infrastructure, advanced manufacturing, re-industrialisation, aviation, maritime, mass transit, logistics, energy and natural resources.

Mr Wong’s contribution in promoting Hong Kong’s various sectors has helped sustaining and growing these industries in HK and Asia. He has very tight collaboation with the business communities and government counterparts on promoting HK as the conduit and enabler of major initiatives such as the Greater Bay Area and the Belt and Road Initiative. He has also been working closely with the Transport Bureau in promoting HK as the international transport hub. He is a member of the Maritime and Port Board’s Maritime and Port Development Committee, Manpower Development Committee and Promotion and Event Committee.

With extensive experience in both the private and public sectors, Mr Wong’s expertise combines business knowledge, economic development, international marketing and investment promotion. Before joining InvestHK, Mr Wong has spent over ten years with major European and American companies with regional responsibilities.

Mr Wong holds a Master of Business Administration degree from the Chinese University of Hong Kong; a Bachelor of Commerce degree and a Bachelor of Arts degree from the University of Alberta, Canada. He has also attended Peking University’s National Affairs Studies Programme and MBA exchange programme at Shanghai Fudan University. Mr Wong is a lifetime member of the Beta Gamma Sigma Society, an international academic honour society; and he is also the Alumni Career Advisor of the Chinese University of Hong Kong. He has also been named by Beyond Shipping International as one of the “Top 100 Chinese in the Maritime Industry” in 2020.

 

Dickson is a Chartered Civil Engineer with more than 25 years of experience in the professional consultancy industry. He is a Senior Director at Atkins and leads the Civils, Transport Infrastructure & Ground Engineering business in Asia.

He is responsible for all the civil engineering offerings in Hong Kong & Macau, including Highways and Transport Infrastructure, Tunnelling and Ground Engineering, Aviation and Government Works, and Water and Environment.

He was involved in various major multi-disciplinary infrastructure projects and has played a key role in successfully delivering some of the most recognizable and complex projects in Hong Kong, including the Central Reclamation Phase III, Hong Kong-Zhuhai-Macau Bridge, Airport Third Runway projects.

He holds the membership of MHKIE, MIStructE, MICE, RPE, RSE-1-PRC, Accredited NEC3/ NEC4 ECC Project Manager and a Council Member of the Hong Kong Association of Consulting Engineers (ACEHK).

 

Eli is a planner, urbanist and city thinker with expertise in sustainable urban development, advisory, and infrastructure.  His experience around the globe includes plans and initiatives for new and revitalised places, large-scale urbanisation and regional strategies, climate change strategy and policy, masterplanning projects for transit-oriented development, reclamation and waterfront development, industry, tourism and leisure strategy, and pioneering creation of a mechanism in the UK for low-carbon retrofit of existing buildings.

At Atkins, Eli is Director of the Planning and Urban Design practice in Hong Kong and South East Asia and Net Zero Champion for the region, and chairs the Urban Planning Global Network.

He is an adjunct associate professor at the University of Hong Kong, chair of the programming and events committee for ULI Hong Kong, sits on the Hong Kong Institute of Urban Design’s public affairs and international and mainland affairs committees, and as of March 2022 is chair of Britcham’s IIF Net Zero working group.  A graduate of The Johns Hopkins University and the University of Newcastle upon Tyne, Eli is a Fellow of the Royal Society for the Arts.

 

George started his career as a structural engineer, went on to project management and eventually taking on leadership roles in Innovation and Digital Transformation with Vendor, Contractor and Consultant. Posses a commitment to promote 'Data Driven Decision' and driving innovative construction management strategy to the industry in both public and private sector.

 

 

 

 

 

James Thompson is the Head of Digital at Gammon Construction. He is passionate about driving corporate digital transformation advisory and business improvement. His responsibilities include managing the Innovation team, Virtual Design & Construction (VDC) team and functionally leading the CoE of Building Information Modelling (BIM). James drives the adoption cross industry best practice and emerging technologies to improve project outcomes related to group digitalization, ESG, safety and compliance.

Prior to joining Gammon Construction in 2019, James has over 13 years working in the UK and Middle East delivering PLM, BIM & GIS for public and private sector clients on major multi disciplined infrastructure projects.

 

 

 

About the moderator

Ben is a specialist construction lawyer with over 17 years' experience, advising clients in relation to disputes arising out of complex and high value construction projects. Ben has advised on some of the largest and most significant projects in APAC, advises clients on all aspects of the project lifecycle, including negotiating contracts, managing claims during the currency of the project, and handling disputes, with a particular specialism in arbitration.

Ben is ranked as one of the leading construction lawyers in Hong Kong by Chambers Asia Pacific 2022. In 2021, Ben was recognised in Asian Legal Business’ annual ‘40 Under 40’, which profiles 40 of the most accomplished lawyers in Asia under the age of 40.

Ben is listed as an arbitrator for construction and engineering disputes on the panel of Shenzhen International Court of Arbitration He is also the of the Society of Construction Law in Hong Kong and Co-Chair of HK45, which is a group for young arbitration practitioners in Asia affiliated with the HKIAC.
