Discussion with Deputy Secretary for Justice on the GBA Plan

Join Mr Cheung Kwok-kwan, SBS, JP, Deputy Secretary for Justice, in a discussion with Ms Rachel Huf, Chief Executive Hong Kong Branch and General Counsel Asia Pacific at Barclays Investment Bank, on the Action Plan on the Construction of Rule of Law in the Guangdong-Hong Kong-Macao Greater Bay Area (the GBA) released recently by the Department of Justice (DoJ). 

Mr Cheung Kwok-kwan, who is the Chairman of the GBA Task Force, the official on the Hong Kong side leading the working groups on Guangdong-Hong Kong and Hong Kong-Shenzhen legal co-operation. The Action Plan focuses on underpinning the guiding principle of "Three Interfaces, Two Connects and One GBA", and strengthening collaboration with the legal and dispute resolution sectors and other stakeholders to effectively implement the various policy measures set out in the Action Plan. The DoJ has been at the forefront promoting the construction of rule of law in the GBA with a view to taking full advantage of the establishment of Hong Kong's position as an international legal and dispute resolution services centre in the Asia-Pacific region provided for under the GBA Outline Development Plan, thereby enabling the GBA to capitalise on its unique strengths under "one country, two systems and three jurisdictions".  

The Chamber places great faith in the success of the GBA initiative, we have continuously been talking to the Government on measures to harmonise the legal systems between Hong Kong and the GBA. In this breakfast meeting, we will hear from the Deputy Secretary about progress to date and future plans on further collaboration and formulation of legal practices, including plans on how to train, recruit and retain legal talent in Hong Kong. As the Chamber develops its Annual Policy Address Submission, we look forward to the conversation and the opportunity to collaborate more closely with the DoJ to ensure Hong Kong retains its unique advantages and contributes to the GBA initiative as a whole. About the speaker

Mr Cheung Kwok-kwan has been the Deputy Secretary for Justice since 1 July 2022.

Mr Cheung was a solicitor in private practice in Hong Kong with the qualifications of China-appointed Attesting Officer and Civil Celebrant of Marriages before joining the Department of Justice. He was a Non-Official Member of the Executive Council, and a member of the Legislative Council as well as the District Council.

He has also served as a member of Hong Kong Housing Authority, the Non-Executive Director of Hong Kong Mortgage Corporation Limited, the court member of the University of Hong Kong, a member of Standing Committee on Disciplined Services Salaries and Conditions of Service, and the Chairman of Practice and Examination Committee of Hong Kong Estate Agents Authority.

 

About the moderator

 

Rachel Huf is the Chief Executive, Barclays Bank PLC, Hong Kong Branch and General Counsel for Asia Pacific for Barclays. 

Rachel joined Barclays in 2004 as Head of Legal, Hong Kong. In 2011, her remit expanded to include North Asia, and, in 2013 she was appointed Head of Markets Legal, Asia Pacific. In October 2013, Rachel became Deputy Global Co ordinator for Markets Legal.   Rachel took on the APAC General Counsel role in April 2015 and was approved as Chief Executive of Hong Kong Branch effective 1 January 2024.  

Prior to joining Barclays, she was a senior counsel in the Legal department at Deutsche Bank in Hong Kong since 1999, and before that, a legal counsel at Bankers Trust Company from 1997 (prior to the merger of the two banks in 1999).  Previously, she worked at Peregrine Derivatives Limited.
