As the global economy is still dealing with different stages of the pandemic and governments around the world step up their antitrust scrutiny, there has been a significant uptick in the Hong Kong Competition Commission’s enforcement activity in the past year.

Our annual panel discussion on the Hong Kong Competition Ordinance will address the latest enforcement trends as well as the future enforcement outlook. This year we are pleased to welcome the current Senior Executive Director of the Hong Kong Competition Commission, Rasul Butt as our keynote speaker. This will be followed by a panel discussion where we will be joined by Jindrich Kloub, Executive Director (Operations) of the Hong Kong Competition Commission and Freshfields partner Alastair Mordaunt (Co-head Asia Antitrust and Hong Kong Office Managing Partner).

About the speakers

Alastair Mordaunt is the co-head of our Asia competition practice based in Hong Kong.

He has 20 years of regulator and private practice experience, acting on both antitrust investigations and merger reviews. This includes four years at the UK’s Office of Fair Trading, originally as director of its mergers group and then director of a dedicated competition enforcement team.
Alastair’s practice covers competition-related work across Hong Kong, mainland China and the rest of the Asia-Pacific region. He has particular experience in cross-border merger control and foreign investment reviews. He has previously worked in the firm’s offices in London, Brussels and Washington DC.

His extensive experience both at the regulator and as a private practitioner across three continents gives him a deep understanding of working effectively with regulators and devising successful strategies for his clients in the context of transactional and investigatory work.

Alastair is a frequent speaker at international conferences on competition matters, and has authored a number of publications on competition issues. Alastair is ranked as a leading lawyer in both Chambers and Who’s Who Legal. He is admitted to practise in Hong Kong, England, Wales and Ireland.

 

Jindrich Kloub was appointed to the position of Executive Director (Operations) of the Competition Commission (Commission) in October 2017.

Prior to joining the Commission, Mr. Kloub was an official at Directorate-General for Competition (DG Competition) of the European Commission from 2006 until 2017, dealing primarily with cartel enforcement and related policies. Mr. Kloub has vast experience with investigations across a variety of industries and was involved in some of the most prominent cases in the global financial sector in recent years.

 

Rasul Butt was appointed to the position of Senior Executive Director of the Competition Commission (Commission) in July 2016. 

Prior to this, he was the Executive Director (Corporate Services & Public Affairs) of the Commission since April 2015 and was appointed Senior Executive Director (Acting) in April 2016. Before joining the Commission, Mr. Butt spent more than 16 years at the Urban Renewal Authority, Hong Kong where his last position was General Manager (Corporate Planning). His main focus was formulating urban renewal policies and strategies.
