About the keynote speaker

Millie Ng joined the Administrative Service in 1995 after graduation from the Chinese University of Hong Kong. Over the years, Mrs Ng has served in various bureaux and departments of the Government of the HKSAR, dealing with a wide range of policy areas including trade and industry, financial services, transport, security and innovation and technology. She also worked in the Hong Kong Economic and Trade Office, Washington D.C.

Mrs Ng has assumed her current position as the Deputy Secretary for the Environment and Ecology (Environment) since mid 2021, overseeing government policies and initiatives in areas of energy, climate change and sustainable development.

 

 

About the speakers

Eileen Gallagher guides companies to integrate sustainability into business strategy and take action on climate change. Eileen leads BSR’s climate change practice in Asia, working closely with companies to advance climate justice and a just transition to a net-zero economy, assess climate risk, and build climate resilience throughout the value chain.

Before joining BSR, Eileen was vice president at Edelman, where she implemented strategic sustainability plans for companies to optimize resources, source responsibly, and build community engagement programs. While at the Brookings Institution in Washington, D.C., Eileen advanced policy solutions on climate change, sustainable development, and urban resiliency.

Eileen holds a Master’s of Environmental Management from Duke University where she focused on environmental and climate justice, and a B.S. in Business Administration from the University of Connecticut.

 

Fanda Ho leads the Investment team in Prudential Hong Kong and is responsible for Strategic Asset Allocation and Portfolio Hedging to enhance the return and risk management for the products. She is also responsible for asset manager selection and has been actively promoting ESG aspects in investment process. She also drives new product ideas from an investment initiative and supports investment related matters for marketing.

Fanda has over 15 years of experience in asset management and liability hedging for global insurance companies. Prior to joining Prudential Hong Kong in 2017, Fanda was the Client Solutions Director with Aviva Investors. Before that she was the Senior Portfolio Manager overseeing the investment strategy of ₤50 bn annuity funds and also leading the hedging strategy of ₤100bn With-Profits funds in Prudential UK. Fanda is a CFA Charterholder and possesses BSc Actuarial Science from London School of Economics and MPhil Finance from University of Cambridge.

 

Shelley Zhou currently leads ESG services in APAC for Capco and is an Adjunct Associate Professor at the Hong Kong University of Science and Technology. Shelley has over 15 years’ experience as a carbon, climate and ESG professional focusing on corporate sustainability, environmental and carbon management consultancy, new energy and biotechnology. Shelley has led and delivered numerous carbon consultancy projects in Hong Kong, Mainland China and Singapore, covering government, banking, financial, real estate and retail sectors. She actively engages with non-governmental organizations and professional associations, and is currently a Director of the Hong Kong Association of Energy Engineers (HKAEE) and Deputy Chair of the Hong Kong Institute of Engineers (HKIE) Environmental Division.

 

 

Mr. Simon Ng is Chief Executive Officer of Business Environment Council. He works closely with BEC Board of Directors in setting and implementing organisation goals and strategies conducive to supporting BEC members and the wider business community in the transition towards net-zero economy and a sustainable Hong Kong.

Mr. Ng has over 25 years of experience in academic and policy research, project management and stakeholder engagement. In particular, Mr Ng is known for his ground-breaking work on ship emissions inventory and evidence-based control policy in Hong Kong and the Pearl River Delta, and his instrumental role in the Fair Winds Charter – a voluntary business initiative to reduce ship emissions. Mr. Ng is a Member of the Council for Sustainable Development of the Hong Kong SAR Government. Internationally, Mr Ng is an Expert Member of the UNCRD Regional Environmentally Sustainable Transport Forum in Asia since 2006.

 

Tracy Wong Harris is the Head of Sustainable Finance for Asia at Standard Chartered Bank, focusing on the Bank’s sustainable finance strategy, by developing new products and solutions, further incorporating ESG considerations into banking decisions, and identifying sustainable finance opportunities for clients. Tracy is also the Vice President and Deputy Secretary General of Hong Kong Green Finance Association (HKGFA), the Senior Advisor to the Green Building Project of HK2050isNow, previously an appointed member of the Securities and Futures Commission (SFC) Climate Change Technical Expert Group (TEG), and served as a Board member of AIDS Concern.

Prior to joining Standard Chartered, Tracy had been driving the green and sustainable finance development in Hong Kong and had over 16 years of financial markets experiences across various fixed income and complex structured products in J.P. Morgan, Mizuho International, Barclays Capital and BNP Paribas based in London and Hong Kong.

 

About the moderator

Pat Woo is a Partner at KPMG China, the Head of ESG practice in Hong Kong and the Global Co-Chair for Sustainable Finance for KPMG IMPACT. He also leads the Sustainable Finance practice in Hong Kong and is very active in developing the ESG landscape for Hong Kong and international financial centres in the region.

Pat has been active for over 15 years in the field of sustainable development. Since 2018, Pat has chaired two working groups on the development of ESG strategy for Hong Kong for the Financial Services Development Council. The working groups have issued two policy papers during his term and the recommendations made aiming to catalyse the development of the sustainable finance market in Hong Kong have been well received.
