The Northern Metropolis Development Strategy – Insights & Opportunities
 
Chief Executive, Carrie Lam, issued the Policy Address in October and introduced the Northern Metropolis Development Strategy. According to the Northern Metropolis Development Strategy Report, there will be sizeable investment in industries such as infrastructure, innovation and technology providing more than 150,000 employment opportunities as well as a large-scale residential development for a 2.5 million population.
 
The report also introduced the concept of “Twin Cities, Three Circles”. Alva To, Vice President, Head of Consulting, Greater China, Cushman & Wakefield, will be sharing his insights on how the Three Circles may interact with different parts of Shenzhen and in particular how this interaction may accelerate the development of the Greater Bay Area (GBA). He will also shed light on the future development trends of the region and will cover the following four core topics:
 
1.          Overview of the Northern Metropolis Development Strategy
2.          Strategic framework
3.          Key projects and directions
4.          Investment and development opportunities


About the speaker

Mr. Alva To is Cushman & Wakefield's Vice President, Greater China and Head of Consulting, Greater China and has been one of the Directors of the former DTZ/Cushman & Wakefield in Hong Kong since its founding in 1993. At the beginning, he worked in the Valuation Department serving the banking sector. Prior to this, he had 8 years of working experience in JLW. 
Alva oversees over 280 consulting professionals in 19 major cities in mainland China. During his 36 years of professional experience in the real estate sector, Alva has handled countless valuation, research and consultancy exercises, including rail & property developments, township developments, mixed-use developments, brown field developments, tourism / leisure consultancy, and strategic planning. Some of the significant projects include underground railway station developments in various cities of China, Hong Kong Airport Sky City development, strategic development advisory in different free trade zones in Greater Bay Area, etc. 
Since 2013, Alva and his team have been frequently participating in nationwide summits and road shows on urbanization throughout cities in mainland China. In 2014, he has become the convener of C&W’s Greater China Urbanization Committee and actively facilitates the progress of urbanization projects and the flow of market information in different cities. From 2015, Alva also manages several Greater China service platforms e.g., Transit-Oriented Development (TOD), Belt & Road, Tourism & Hospitality, International School, Senior Housing etc., whilst attending various government and media events as a guest speaker on urbanization and real estate market. In 2017, he set up “The Greater Bay Area Platform” to cater specifically for the needs of strategic development and implementation in the Guangdong-Hong Kong-Macao Greater Bay Area. In 2020, Cushman & Wakefield established the "14th Five-Year Plan Specialised Platform" to align with the national implementation of the 14th Five-Year Plan policy. Alva was invited by HKTDC to serve as a member of their Infrastructure Development Advisory Committee from 2017-2021 and was a member of the Editorial Board of the China Belt & Road Almanac 2019.  In January 2021, he was appointed as a member of the Strategic Consultancy Committee of the Zhuhai Urban Renewal Association.
Alva has profound knowledge in both Hong Kong and mainland China real estate policies. His comments on the property sub-markets have been widely noted by investment banks, funds, as well as the media and public.
