Temporary works are the biggest single risk in construction and the biggest cause of accidents. Temporary works are at the bottom of priority at the design stage and designers design buildings in the permanent condition not the ‘during construction’ condition. This is where much of the risk lies.

The risks associated with temporary works are twofold, the design of the temporary works and the execution of the works on site. The designer of temporary works generally only designs for the ‘in service’ condition not where the biggest risk lies, in the erection and dismantling of the works. Knowledge of specific aspects of temporary works is very limited whereas permanent works are covered by myriad publications and professional bodies. The Temporary Works Forum has been set up to address all these issues through publication of research papers and dissemination of information through seminars.

 

About the speaker

Iain Mowatt is a civil engineer who has spent most of his (long) working career in Hong Kong and all of it in temporary works. He has designed temporary works for HK airport T1, Tsing Ma bridge, Ma Wan bridge and numerous commercial buildings and structures in SE Asia. He has worked for a specialist temporary works company, consulting engineers and contractors.

He is currently the Chairman of the HK Temporary Works Forum and works Gammon Construction as a consultant for their building division. He is the current holder of the Derek Smythe award for safety leadership in construction.
