Value Based Procurement and the Roadmap to Recovery in the UK Construction Sector

Well before the world was impacted by the COVID-19, productivity within the UK construction industry had failed to keep up with productivity gains made in the wider economy, and the outcome of the referendum to leave the European Union shone a harsh spotlight on some of the regional economic inequalities in the country. The Government’s response was to launch its Industrial Strategy – to boost productivity and earning power across the country - this is now often referred to as “levelling up”. Within the Industrial Strategy the Construction Sector is recognised as a significant economic influencer (employing 10% of the workforce) and the Construction Sector Deal flowed from the Industrial Strategy.
As a member of the Construction Leadership Council, Ann helped draft sections of the Construction Sector Deal (which covers areas of whole life value and procurement) and the CLC published a supporting report “Procuring for Value”. The report identified the lack of a consistent way of defining value and the lack of a consistent procurement methodology, which takes into account value created – as opposed to money expended – were two of the major causes of poor value delivery.
The Construction Leadership Council has been leading this change in the UK construction industry and with the Department for Business, Energy and Industrial Strategy, has launched the Roadmap to Recovery - An Industry Recovery Plan for the UK Construction Sector. This plan is in three phases: Restart, Reset and Reinvent. A key part of the Reinvent phase is value-based procurement. Ann will provide further insights on the plan and how it is being implemented in the UK.
About the speaker
Ann is a Global Board Director of Rider Levett Bucknall and a member of the UK Government’s Construction Leadership Council. Ann helped develop the Industrial Strategy - Construction Sector Deal and authored the CLC’s Procuring for Value Report. She is a Chartered Civil Engineer (MICE), a Fellow of the Royal Institution of Chartered Surveyors (FRICS) and holds an MBA from Henley Management College.
A graduate of the University of Manchester, Ann worked as a civil engineer in the railway sector, before moving to Bucknall Austin as a project manager. Ann is an advocate of diversity and social inclusion in the construction industry.
