The construction industry has been an instrumental driver of economic growth and enabler of social development for Hong Kong. Whilst the past has been highly productive, the industry is facing the challenges of labour shortage, high construction costs and declining productivity in recent years.

To cope with the huge demand for infrastructure development and to address the challenges ahead, the Chief Executive has announced in the 2018 Policy Address that Government will lead the industry to make changes by implementing “Construction 2.0” advocating “Innovation”, “Professionalisation” and “Revitalisation”, uplift the capacity and sustainability of the industry, increase productivity, enhance regulation and quality assurance, improve site safety and reduce environmental impact.

Ir John Kwong, the Head of PCMO, will talk about how to take forward Construction 2.0 to reform the industry.


About the speaker

Ir John Kwong was appointed Head of Project Cost Management Office in June 2016 to devise, promote, coordinate and oversee cost management initiatives for capital works projects.  PCMO is also formulating strategies for uplifting project performance as well as promoting the same for the construction industry.

Ir Kwong is a civil engineer by training.  He graduated from the University of Hong Kong in 1987 and obtained several postgraduate degrees in engineering and laws.  He was the Contract Advisor of the Drainage Services Department, looking after procurement and contractual matters on works contracts. He joined the Commerce and Economic Development Bureau later to take forward the Kai Tak Cruise Terminal project as well as other tourism projects.  He was the Chief Assistant Secretary (Works) of the Development Bureau responsible for overseeing the implementation of the Capital Works Programme before his appointment as the Head of Project Cost Management Office.
