Burning a Stradivarius for Firewood: Converting Fanling Golf Course to High Rise Housing?

Faced with two options from the Taskforce on Land Supply that proposed converting all or part of the centenarian Hong Kong Golf Club, Fanling, into "quick win" mass high rise housing, the Club engaged Tim to assemble an A team of technical consultants and experts to critically assess the feasibility of this conversion of the home of the 60 year old Hong Kong Open into high rise housing. 

Tim will share the fascinating story of the environmental, ecological, landscape, cultural heritage, engineering, traffic, planning, economics, programming and costing findings. The work also surfaced development constraints, timing and reputational impacts, and the costs and inefficiency of converting a hundred-year-old international tournament golf course into mass housing.


About the speaker

Qualfied as an environmental research scientist, Tim then worked as Environmental Consultant in the UK, and then Hong Kong.  Between 1988 and 2001 he directed over 110 EIA’s for major infrastructure and development projects, and more recently project managed over 80 stakeholder engagements including CLP’s LNG terminal and Offshore Wind Farm, Government’s Tung Chung Expansion, Hong Kong Disneyland, and the Airport Authority’s Third Runway project.

He founded Executive Counsel Limited, a development-focused management consultancy, in 2003 focusing on advising on government relations and political risk, PR, stakeholder engagement and crisis management.

Tim founded the Environment Committee of the British Chamber of Commerce in 2005 and then Chaired their Business Policy Unit for nine years, and amongst other things, lectures on the Financial Times’ Independent Non Executive Directorship programme.
