At this breakfast briefing, Professor Green, Professor of Construction Management at the University of Reading, UK, will draw from 30 years’ research aimed at understanding the construction improvement agenda.

The presentation will begin with a structural analysis of the UK construction sector and will progress to a sustained critique of the evolving UK policy landscape. Lessons will be derived from the UK experience in the wake of decades of extensive industry re-structuring euphemistically described as ‘lean construction’. It will be argued that the prolonged dominance of the ‘cult of efficiency’ in the UK can be seen to be directly implicated in a series of recent high-profile failures (e.g Carillion, Grenfell). 

Particular attention will be given to the adverse unintended consequences of previous so-called ‘improvement’ initiatives. It will be argued that the current challenges facing the UK construction sector are in no small way a product of previous policy failures. Attention will be given to the broader international implications, including those which apply to Hong Kong.


About the speaker

Stuart Green is professor of construction management at the University of Reading, UK. He has over 30 years’ experience of construction policy research and an international reputation for challenging the consensus view. He has a strong track record in construction-related research having secured in excess of £7.5 million in competitive funding.  He enjoys extensive policy connectivity within the UK and internationally. From 2007- 2013 he served as a Core Commissioner on the Commission for a Sustainable London 2012. He has further worked as an advisor to the UK Construction Industry Training Board (CITB) and is a previous chairman of the Chartered Institute of Building (CIOB) innovation & research panel. He has been a frequent visitor to Hong Kong for more than twenty years.
