Yes. As a general rule, any person other than those having the right of abode or right to land in Hong Kong, must obtain a visa before coming to Hong Kong for the purpose of education, taking up employment, training, investment or residence. Applicants may submit their visa applications to the nearest Chinese Embassy / Consulate-General in their place of residence.
For visa applications other than from China and Taiwan, the applicants may send their applications to the Hong Kong Immigration Department directly or through the sponsor in Hong Kong. Such applications should be submitted to the Receipt and Despatch Unit, 2/F, Immigration Tower, 7 Gloucester Road, Wan Chai, Hong Kong.
